The program aims to improve foundational learning outcomes for all and support students in lower secondary school by:

• Increasing equitable access to quality early childhood education to improve school readiness
• Strengthening primary teachers' skills and knowledge
• Better supporting girls' transition to, and retention in, lower secondary education.
