Education in Madagascar

In Madagascar, less than a quarter of students achieve minimum competencies in French and math by the end of primary education (PASEC 2019), and results show significant rural-urban, regional and gender disparities.

The government is working with GPE and other partners to support systemic and sustainable transformation of teaching and learning conditions towards quality and resilient basic education.

Madagascar’s Partnership Compact details three main areas of intervention to ensure that all children acquire fundamental skills:

1. Enhancing teachers' skills and motivation involves better training, recruitment, deployment and management.
2. More effective learning time requires reducing teacher absenteeism and adapting pedagogical methods to learning contexts and remedial measures that address learners’ needs.
3. Improving learning conditions requires ensuring adequate and inclusive school infrastructure and teaching and learning materials and increasing access to quality pre-primary education.

Transversal to the country’s system transformation efforts is a commitment to addressing education barriers faced by girls and improving overall system governance, including finance, administration, coordination and planning.

As part of its investment in civil society advocacy and social accountability efforts, GPE’s Education Out Loud fund is supporting:

• The Coalition Nationale Malgache pour l'Éducation pour Tous (CONAMEPT) for the 2024-2026 period. This builds on previous support from the Civil Society Education Fund (CSEF).
• The Multi-Sector Information Service – Tohana sy Ainga ho an’ny Tambazotran’ny Olompirenena (MSIS-TATAO) for the 2024-2026 period.
