Angola has increased access to education, however, an estimated 30% of children remain out of school. Most students in primary education have poor reading and math skills. Class sizes are large, especially in rural areas, and many teachers lack adequate training.
In line with the National Development Plan 2023-2027, Angola is working with GPE and other partners to deliver quality education to all children.
Through government-led, inclusive sector dialogue, the country identified teacher training and valorization as a priority area with the potential to improve student learning and catalyze system transformation.
As explained in Angola’s Partnership Compact, the reform focuses on the central role of primary education teachers in improving learning and better preparing students for subsequent levels of education.
The reform will be accompanied by complementary actions in the areas of school management, gender equality, improvement of learning environments, and strengthening of participatory school management, with the active involvement of civil society, families and communities.
These areas will be further supported through a focus on strengthening coordination mechanisms at the central, regional, and municipal levels and on improving efficiency and equity in the allocation of education resources.
